TWIN FALLS, Idaho (KMVT/KSVT) — A Twin Falls man was arrested after allegedly driving under the influence of heroin and eluding police on Wednesday. Chandler Lee Palmer, 24, was arraigned in magistrate court Thursday on felony possession of a controlled substance and misdemeanor driving under the influence of a controlled substance — a second offence, resisting and obstructing officers and driving without privileges.

According to a probable cause affidavit, a Twin Falls Police officer was dispatched after 4 p.m. Wednesday to a report of a vehicle that hit a power pole on the 100 block of Addison Avenue. The crash was witnessed by an off-duty officer who made contact with the driver who was slumped over the steering wheel and appeared to be under the influence of a substance. The vehicle eventually left the area, court documents said. Another officer attempted to conduct a traffic stop at Eight Avenue North and Shoshone Street North, but the vehicle retreated. The pursuit continued through several side streets in downtown Twin Falls.

According to court documents, the vehicle traveled at about 25 mph and swerved from side to side on the roadway. The pursuing officer eventually conducted a Pursuit Intervention Technique stop, which caused some damage to the fleeing vehicle and one in a dealership parking lot. The male subject, later identified as Palmer, then fled on foot.The officer caught up with Palmer and took him to the ground when he attempted to jump a fence. During the struggle, the officer saw a silvery object in Palmer’s hand that he eventually threw aside. When other officers arrived, police found a sliver metal spoon believed to have heroin residue, court documents said.
