Here's an interesting thought. We have all been in a situation where we thought a parent wasn't doing their job. They were letting their kids run, scream, fight, yell, or worse and we blame the parent for the kid acting crazy. What if that applied to bullying too? What if the City of Twin Falls fined the parents of bullies? Would it fix the problem? There is a town in Wisconsin that is doing just that - putting the blame and the incentive to change into the hands of the parent. They are fining the parents $114 if their kid gets caught bullying and another $177 for each future offense.

I do agree that bullying is bad and out of control. I also think that the consequences for many minor infringements are also extremely out of hand...but I think this makes sense. It lets the parent know that their kid has caused a problem and a reason to fix the problem.
